Sovra Introduces GDE2 Case Files

Sovra introduced GDE2 Case Files, a records system for government administrative procedures. It is part of the SovraGov platform.1

Records as data

GDE2 stores each administrative act as structured Markdown with metadata and a detached signature, using SHA-256, CAdES, and X.509 certificates. PDFs can still be generated when a procedure requires one. Signed acts can optionally be anchored on SovraChain.1

Workflow

The system includes full-text search, templates, reviewer assignment, bulk signing, and an audit trail. Identity is handled through SovraID and SovraWallet. An AI drafting assistant cites the applicable regulations and requires human review; it can run on open-source models.1
